Charles N. Payne Jr., Technical Staff

Charles Payne For over 16 years, Mr. Payne has performed computer security research at industry and government laboratories, with a focus on simplifying the definition and management of computer security policies and on streamlining the construction of convincing assurance arguments that those policies are upheld. At Adventium, Mr. Payne is part of a multi-company DARPA team investigating the design and validation of secure, survivable distributed systems.

Previously Mr. Payne was a Principal Computer Scientist at Secure Computing Corporation where he performed product-directed research in distributed firewall policy management and basic computer security research in role-based work flow, formal policy composition, and trusted operating systems. He headed a product development team to design a policy discovery capability for the distributed firewall, and he trained and assisted U.S. Navy personnel in their deployment of the firewall aboard Navy command ships. He also led a large development team to document their top-level design for the assurance argument of a multi-level secure, network mail guard.

Before Secure, Mr. Payne worked at the U.S. Naval Research Laboratory's Center for High Assurance Computer Systems, where he investigated improved security assurance methods and formal security policy models for trusted applications, and where he participated in high assurance system evaluations and developed guidance for the computer security certification of trusted systems.

Mr. Payne is a member of the IEEE Computer Society.
